Children’s Integrated Network 425 Pennsylvania Ave Children's Integrated Services is the entry point for children with significant behavior difficulties and/or a serious emotional disturbance. Chemung County provides linkages to services for children/adolescents and their families through the use of the Single Point of Accountability (SPOA) process, or the Children's Coordinated Services Initiative (CCSI) process. Needs are identified and services linked according to a screening process to determine if the child is eligible for specific services.
