Syracuse Housing Authority – Relatives as Parents Program The Pioneer Homes Coffee House Serves: RAPP serves relatives (mainly grandparents) who are over the age of 55 and raising children that are not their own residing in Onondaga County. The Relatives as Parent Program RAPP serves relatives, mainly grandparents, age 55 or older who are raising children that are not their own. This program provides support groups and respite activities to caregivers in Onondaga County. Participants can access conversation, support, and assistance at the “coffee and conversation” meetings every other Thursday, or Friday as appropriate, of the month. The last Thursday/Friday of the month is for the entire family. These nights involve respite activities for the family within the city limits of Syracuse, and has previously included such activities as bowling, movie night, and the zoo.
